History

The Association was first registered with the Housing Corporation as Rutherglen Housing Association in October 1980 and started its first rehabilitation project of the tenemental stock in 1982. Over the following 15 years, it carried out works to almost 700 properties in Rutherglen, Central Cambuslang and Hallside Village, which were deemed to be below tolerable standards. 

In 1996 the Association took ownership of a further 254 houses in the Circuit Estate in Cambuslang via stock transfer from Glasgow City Council. Between 1998 and 2006 the Association made an overall investment of £25 million in modernising existing properties, developing 145 new houses, building 60 house for sale and 15 for shared equity.  A further 265 properties located in five estates in Rutherglen and Cambuslang were transferred to the Association from Scottish Homes in 1997.

The following years saw the Association joining with South Lanarkshire Council (SLC) in the New Housing Partnership that produced 85 new homes of rent over six sites and 95  homes for low-cost home ownership, with funding from the Scottish Executive, private loans and cross subsidy from sales. 

The Association has continued to develop a number of small-scale new build estates in Rutherglen & Cambuslang and this remains a key objective of the Association going forward. 

Legal Status

The Association is a registered Social Landlord (No.176) and is regulated by the Scottish Housing Regulator (SHR) and as a non-for-profit charity with the Office of the Scottish Charity Regulator (OSCR) - registration number SC041992.  The SHR is responsible for regulating social landlords in Scotland, while OSCR regulates charities. The two organisations have agreed to work together to avoid duplication and share information, as outlined in their joint memorandum.

We are registered under the Financial Services Authority (FSA); registration number  2029RS 

We operate under the 2020 Scottish Federation of Housing Association's  (SFHA) Charitable Model Rules. Our rules were amended at a Special General Meeting in  September 2024.

Profile

The Association owns and manages 873 rented properties. We lease 3 properties to the Richmond Fellowship, Living Ambitions and South Lanarkshire Council. we rent out 1 commercial unit and provide a factoring service to 936 owner occupiers. We implement our wider role and community regeneration projects through our subsidiary, The Aspire Community Development Company.

Business Plan

We are in the process of producing our 3 year Business Plan which will be presented to the Management Committee for approval. At present,  we are working to a 1 year business plan and recently held a strategy planning day where we decided on our vision, mission statement and values. We will publish our business plan by the end of May 2025 but if you require any information please get in touch. 

Scottish Housing Regulator (SHR) Regulatory Framework

As part of the SHR Regulatory Framework, we are required to submit information about our performance and governance to the SHR on an annual basis. The two key submissions are the Annual Return on the Charter (ARC) and our Annual Assurance Statement. The latest returns are available in the download section below. Each year the SHR publishes  Landlord Reports and Engagement Plans for every RSL. These documents can be accessed below or by visiting the SHR  website.

Complaints and serious concerns - information for tenants and service users of social landlords

The SHR website has a dedicated area with information for social housing tenants, people who are homeless, factored owners and Gypsy/Travellers.

Under the Rules the Association also operates a Membership Policy which determines who can become a shareholder of the Housing Association. This is currently being reviewed and once approved by our Governing Body it will be made available.
